Review of Previous Month’s Minutes:

 

The team reviewed the January meeting minutes and corrections were made.  They are now marked as final and will be distributed with the draft of the February minutes.

 

Problem / Issues Management (PIMs):

 

No new PIMs have been submitted since last meeting.  The current open PIMs discussed this month are described below.  (Note that effective with next month's meeting, the PIM review will be done on Wednesdays, though still at 2:00 PM local time.)

 

PIM-1: Reseller Role in Porting Process. 

 

The LNPA-WG had agreed several months ago that the inter-carrier LSR-FOC communication for ports involving resellers should be handled by the underlying facility-based carriers.  The Wireless Number Portability Operations committee plans to prepare a process flow chart in the NANC format to describe the wireless reseller flow that they had agreed to.  Unlike the assumption for wireline resellers, the wireless resellers will handle the inter-carrier LSR-FOC communication.

 

The LNPA-WG has deferred further work on the reseller process flows until the wireless version can be dealt with simultaneously.  A flow for inter-species porting (wireline-to-wireless and vice-versa) also then can be developed.  Because Sprint has formally introduced a contribution at the WNPO to change the reseller process flow agreement, to match the wireline approach on LSR/FOC handling, it is unclear at this point what wireless process flow the WNPO ultimately will submit.

 

PIM-5:   Unilateral Back-out of Inadvertent Port.

 

The NIIF SP contract language was revised in response to the LNPA-WG's referral of PIM 5.  The revised language does not include the "authorized-to-port" aspect, but is an improvement.  (The revised language was needed to better accommodate the new process being introduced to correct inadvertent ports, or failures to port, as described in Neustar's SOW 19.)  Charles Ryburn will send the NIIF a letter thanking them for the wording change.  (SOW 19 is expected to be approved at the LLC's February 19th meeting.)

 

PIM-6:   Modify 911 Record Migration Process & End User Move Indicator (EUMI)

 

Rick Jones will bring NENA's revised Standard to the March meeting.

 

PIM 11: Moving Blocks between Switches

 

WorldCom and Neustar are working to describe the recent use of the process.    The INC has asked that they be provided with this date to include in their PA Guidelines.  (The INC Pooling Guidelines will not describe the process, just mention that it is an alternative to using the PA to make such moves.)  Neustar was asked to provide date to LNPA-WG by which time an M&P for this process will be completed.

 

PIM 13:  Premature Disconnects

 

           

The language describing the acceptable approaches to the old SP disconnect process was agreed to.  This replaces the text which describes box 9 of the process flow diagram included with the LNPA-WG's June 1999 2nd WWI Report to NANC for provisioning using the ten-digit trigger.  The FCC has received the 2nd WWI Report from NANC but has not yet acted on it.

 

A revised sheet with the replacement text is being submitted to NANC with request that the page be forwarded to the FCC as a replacement for the corresponding page in the report.  PIM 13 also is being closed showing the approved text as solution.

 

The final version of the revised text, approved by the LNPA-WG February 7th, reads as follows:

 

After update of its databases, the old Service Provider removes translations associated with the ported TN.  The removal of these translations (1.) will not be done until the old Service Provider has evidence that the port has occurred, or (2.) will not be scheduled earlier than 11:59 PM of the day after the due date, or (3.) will be scheduled for 11:59 PM on the due date, but can be changed by an LSR supplement received no later than 9:00 PM local time on the due date.  This LSR supplement must be submitted in accordance with local practices governing LSR exchange, including such communications by telephone, fax, etc.

 

 

 

PIM 14: Disconnect of NXX Code with Ported TN

 

            WorldCom expressed their concern about the Guideline appendix on this process that INC had prepared -- WorldCom was not participating in the INC at the time the Guidelines were completed -- and asked that the LNPA-WG submit comments to improve the Guidelines.  The WorldCom comments were discussed very briefly and there was agreement that Charles Ryburn will send letter to INC letting them know the LNPA-WG will be sending them a contribution on this matter. 

 

There will be detailed discussion of the WorldCom comments at our March meeting.  The LNPA-WG contribution will be prepared at that meeting.

 

Adam Newman commented on one aspect of a concern mentioned in the WorldCom comments.  He explained that the INC PA guidelines (paragraph 7.4.7) do still indicate that LERG assignee must be assigned one block.  But he agreed that this should not be a PA Guideline requirement, and that the LERG assignee should not be forced to take even a single thousand block if it does not want one.

           

PIM 15: NXX Codes Ownership Changes

PIM –16:Removing Portability Designation on NXXs in the LERG

 

This PIM was referred to CIGRR.  At last month's meeting, Adam Newman reported that the CIGRR proposed that the ACON get report of ported numbers from NPAC before allowing the NXX portability indicator to be changed to "N."  The LNPA-WG suggested that the ACON instead simply determine whether the NXX existed the NPAC's network data.  This month Adam explained that there was some concern about the lack of a "Report" to this effect that could be submitted with a carrier's request to reverse the NXX portability indicator.  Consensus at LNPA-WG was that we were satisfied with this approach in spite of its "self-reporting" nature.  Adam will provide our comments to the CIGRR at their next meeting and report back to us on the outcome in March.  (For those interested in joining the CIGRR conference call, the logistics are as follows: February 15th from 11:00 AM to 1:00 PM Eastern; call-in number 888-699-0348 with access code 2447.)

 

PIM – 17: (NEW) Mandatory Requirement for Use of Unique SPID for Wireless & Wireline Providers in the Same Company:

 

This PIM was referred to the NAPM LLC.  The LLC at its January meeting agreed to make it required that unique NPAC SPIDs be assigned to wireless and wireline users, even if operated by the same carrier.

 

PIM – 18: Update NANC Flows and Narratives Relating to Wireless Providers.

 

            When the LNPA WG closed PIM 1, last year, it was for wireline providers.  Some of the wireless providers use resellers and need to develop flows reflecting their requirements.  The second part of PIM 18 involves the complete review of the NANC flows and associated narratives.  Questions were raised relating to the wireline to wireless integration flows.

 

AGREEMENT REACHED:

1)       The LNPA WG accepted this PIM. 

2)       The WNPO will develop flows reflecting the use of resellers. 

3)       The WNPO will review the flows and narratives as published with the date of July 30, 1999. 

4)       The draft flows and narratives will be presented to the full LNPA WG in the near future.

WNPO Committee Report:

 

Nineteen of 50-some wireless carriers in the top-100 MSAs have contacted Neustar to pursue NPAC User agreements.

 

A guideline was prepared (a revision of a time line previously prepared for NANC) showing milestones for wireless LNP and pooling implementation.  No jeopardy is indicated.

 

Puerto Rico is implementing portability for wireline carriers about May 2002 and for wireless carriers in November 2002; pooling is being implementing by June 2003.

 

The WNPO participants have agreed that wireless carriers are expected to launch their NPDB queries prior to doing their HLR queries.

 

NCS Pearson has signed contract with wireless industry LLC to become MIN block identifier (MBI) administrator.

 

 

 

Long Term Interface Enhancement:

Neustar lead a discussion of possible changes to improve NPAC/User performance.  AT&T, BellSouth, SBC, and Verizon had SMEs participating in this discussion.  Consensus was that the following areas should be pursued:

 

 

In general, need to improve on NPAC's present "go-fish" approach to SP recovery as part of the long term interface enhancement effort.

 

There was discussion of notification tunable, now set for 2000 (NPAC's DSET tool kit's maximum value).  Should this quantity be reduced?  Bigger is better for NPAC; smaller is better for users.  Danger is that settings well below 2000 may involve less than a one-second time interval, the minimum recovery interval.  But setting as small as 1000 would be adequate otherwise.  This is growing problem and not peculiar to release 3.1

 

Neustar will present detailed proposals for long term interface design and recovery process improvements at the March meeting, at 9:30 AM local time on Wednesday.

 

Change Management:

 

            Open Change Orders in the NANC Change Order Summary for NPAC SMS Functionality, Revision 88, dated January 30, 2002 were discussed briefly.

 

The review of the Future Release Change Orders document (updated January 21, 2002) was completed.  The purpose of the review was to provide one last opportunity to clarify the change orders.  As usual, details of changes to change orders will be reflected in monthly updates issued by the change manager.  (Neustar is moving the Change-Management function in-house.  This month's meeting is the last at which Jean Anthony, Telecom Software, will handle the change management activity for Neustar.  Jean won't be gone though; she'll continue to represent Telecom Software in LNP activities.  John Nakamura will take over as CMA for Neustar).

 

During our March meeting, an advocate for each of the change orders will be assigned.  The advocates will then review their assigned change orders and be prepared to defend or withdraw them in the April meeting.  A zero-based budgeting approach is being taken; change orders no longer believed relevant will be withdrawn before we even begin to prioritize them.

 

At our March meeting, we will discuss in detail the change orders now being prepared by Neustar which address long term interface enhancements and recovery process improvements.  Neustar also will indicate which of the existing change orders should be included as part of the activity.

Release 3.1 Status:

 

Individual testing not quite complete for Northeast.  Some regression testing planned also for the 3.1.0.3 point release.  Neustar still planning for a release 3.1 cutover at the Northeast NPAC on February 18th.

 

New Business:

 

Porting Outside of Rate Area

 

The third NRO Order incorrectly suggests that the LNPA-WG's PIM 11 facilitates the porting of numbers across rate area boundaries.  The FCC's intent appeared actually just to recognize that in a geographic NP environment, the PIM would also be helpful.  But as worded, the Order appears to say the PIM somehow makes possible geographic number portability.  Charles discussed the need to correct the NRO statement with Cheryl Callahan while attending January's NANC meeting, but Cheryl did not feel a correction was necessary.  However, the LNPA-WG feels the statement needs to be corrected and it will again be discussed with Cheryl at the March NANC meeting.  Charles will send a letter to Cheryl indicating WG’s decision.

 

Next Meeting:

 

Future meetings have been shifted forward one half day, to full days on Wednesdays and Thursdays, in order to accommodate the WNPO committee's need for additional meeting time.

 

The next LNPA-WG meeting will be held at St. Louis on March 6th-7th.
